Members discussed the business plan for the new waste and recycling service at the recent Cabinet meeting on Monday 15 July.

TVS business plan

Members approved the business plan for Terra Verde Services Ltd (TVS).

TVS is a council owned company that will provide recycling and waste collections, and street cleansing to the district from November 2024. The decision to take the service back in-house was made in July 2023, following a very challenging period that caused disruption to the whole service.

This business plan sets out the direction and objectives for TVS in preparation for the company’s launch this winter with a strong emphasis on quality of delivery and value for money.

The key objectives include:

  • To provide high quality recycling and waste collection, and street cleansing services to its customers cost effectively and efficiently
  • To ensure that the company’s financial targets are achieved
  • To fully meet customer needs, encouraging and supporting customers in reducing residual waste and to maximise recycling opportunities
  • To deliver services that will help reduce the carbon impact of the company’s business activities
  • To recruit and retain an enthusiastic staff that are committed to delivering high quality services and provide opportunities for personal and professional development

Once TVS is implemented, household recycling and residual waste collections will continue as usual, so residents will experience minimal changes to the service.

Productivity plan

Members approved the Council’s Productivity Plan for 2024/25. This Plan is a Government requirement, it sets out how councils will improve service performance and become more economical.

Under the umbrella of North Essex Councils, a programme to collaborate and share services across Colchester City Council, Epping Forest District Council (EFDC) and Braintree District Council has been created. Each council has developed a ‘Fit for the Future’ transformation plan, and the 3 councils will work collaboratively on their respective plans, ensuring further efficiency and productivity.

The Productivity Plan covers 4 main areas:

  1. Transformation of services to make better use of resources
  2. Opportunities to take advantage of advances in technology and make better use of data to inform decision making and service design
  3. Ways to reduce wasteful spend within systems
  4. Barriers preventing activity that Government can help to reduce or remove

Other items

Members approved the Council’s programme for improving the energy efficiency of its housing properties.

This main aim of this project is to help minimise fuel bills for our tenants. This can be achieved with simple enhancements such as loft insulation top ups and low energy lights.

Councillors agreed to create a Regeneration and Place Investment Fund of £1,020,000, ringfencing the funding from the Fit for the Future Reserve. This will be used to progress feasibility, viability and achieve planning permission for the first tranche of Place Based initiative schemes primarily at Centric Parade, Loughton and Brooker Road, Waltham Abbey.

This Fund will be used to invest in the district. The project will be assessed and reviewed at every stage to ensure the money is being used where it is most needed.

Members received an update on the Quarterly Monitoring Report for Qualis Group Ltd, revealing that projects are advancing slightly ahead of predictions at this stage. Councillors also noted an improvement compared to previous reports.
